The problem with an exact definition of 'country' in racing terms is the difference in criteria between "provincial' and 'country' applied in different States.

Have a look at https://www.racingaustralia.horse/FAQ/Track-Information.aspx

For example Balaklava is a Provincial track and Geelong is a Country track.
