SYDNEY professional punter disqualified for 12 months over his alleged role in El-Issa case       
PROMINENT Sydney professional punter Stephen Fletcher has been disqualified for 12 months by Racing Queensland stewards for his alleged implication in jockey Bob El-Issa failing to allow Bold Glance to run on its merits at Eagle Farm in February.


Stewards handed down their penalty today after carefully considering the submissions made on behalf of Fletcher who had been found guilty of a breach of AR 135©.




THE STEWARDS REPORT READS:


STEWARDS have carefully considered the submissions made on behalf of Mr Stephen Fletcher in respect to penalty following Stewards finding him guilty of breaching AR135(c).


In doing so, stewards had regard for the manner in which Mr. Fletcher conducted himself during the inquiry hearings and co-operated with stewards during the course of the investigation.


Stewards considered that Mr Fletcher had not been the subject of any disciplinary proceedings before the stewards previously and have regard for the fact that Mr Fletcher is a professional punter who derives part of his livelihood from wagering on thoroughbred racing. However the offence found to have been committed by Mr Fletcher on this occasion is a very serious one.


Similar to Mr. Fletcher, many other people derive their livelihood from the sport of thoroughbred racing. With this opportunity comes the responsibility to conduct oneself in a manner so as not to tarnish the good image of the sport. Racing relies heavily on the revenue stream flowing from wagering, and public confidence in the product must be maintained in order to safeguard this income.


Mr Fletcher’s conduct has the capacity to deter those already involved in the sport from continuing their association, and may discourage individuals from becoming involved in, or wagering on the sport. It is with this in mind that the stewards form the opinion that the conduct Mr Fletcher has been found to have engaged in must be viewed seriously and any penalty imposed should serve to reflect this. Stewards had regard for the fact that Mr Fletcher was not the principal offender; however have considered that Mr Fletcher was a significant financial beneficiary of the conduct of Jockey El-Issa.


In all the circumstances, stewards believe the appropriate penalty to be that Mr Fletcher be disqualified for a period of twelve (12) months effective immediately.


Mr Fletcher was informed of the impositions of a disqualified person and advised of his appeal rights through his legal counsel.

According to this all of Fletcher's betting accounts will be closed.

And warning off means he won't be allowed to associate with any licensed person.

At first glance the period seems light.

But we can worry more about that in 12 months.

If the stewards think it will change his business they are kidding.- which they are anyway
Instead of being an employer, he will become a very highly paid employee.

This whole incident is a witch hunt which lacks any  evidence.

Maybe some of the stewards are hunting up for appointment in a major Asian racing centre chin

They won't get it with this disgraceful amateurish inquiry

I you actually bothered doing some research you would find at the Queensland site what happened to another recently disqualified owner who attempted dummy Betfair accounts.

Fletcher's stunts were mainly Lays on Betfair.

If someone else starts betting $1 million a week there then Betfair won't have too much trouble spotting that.

Also it would surprise me if those in Fletcher's business call it a business rather than a hobby.

And why would anyone employ Fletcher given that his network of licensed associates is now disassociated from him?

OK, you are right.

Fletcher will clearly walk away and not bet for the next 12 months.

I wonder if he can apply for the dole  chin

Maybe Fletcher, Scriven and Elessa can form a tipping service. Would they all be able to associate with each other or is Shane's differrent penalty.

Scriven is suspended, while the others are disqulified.

Imagine having a tipping service though, that only sold tips to a couple of customers chin

That sounds fairly legal and fruitful to me  shocked

Given that Fletcher is barred from associating with all his licensed associates that influenced his betting I wouldn't be subscribing.

Unfortunately, like the stewards, you have this impression that he "needs/ uses" this info to win.
There is no evidence to suggest that.

Punting is a tough business, you take whatever advantage you can get. Fletcher has obviously overstepped the boundaries and has been punished. It will be difficult to shut down a business that size for 12 months. Hopefully he will be back, racing needs all its participants.

There is a long and distinguished list of participants who have been given significant holidays and have come back successfully. (and they where all innocent of course)
