The CHAT link is up the very top between My Bookmarks and Calendar.

If you want to see who's in Chat you can click on the 'Home' link at top, then scroll down to very bottom to '''Who's online today and this will show who's in chat.  You can also click on the chat link on top memu,  new page will open -  at the moment Kato is in chat.
