If you have to report a horse hanging out, do you have to report a horse missing the start. Couldn't the stewards see the horse hang?

What a crock of shit.What was he supposed to do. He's the jockey. He could possibly say something to the trainer . The vet examined it.

i Agree, however WHY WHY would he plead guilty, Esp after the Vet
stated it was Lame in 2 Places, he threw his hands up by pleading
